Possible you will have to remove heat sink, clean both surfaces and apply fresh thermal paste and reinstall heat sink. only 2 fans is going to have an effect on cooling. With streaming video running it went from about 56c with the old fan to 44c with the new fan. However, it doesn't offer much benefit over the DELL bios control and it is going to add a very confusing layer of complexity that will probably make your troubleshooting harder, not and its compatable with all recent sockets (intel 775, 1156/5/0, 1366, and AMD AM2/3(+)).

I don't think you will be able to overclock anyway because Dell locks down their bios.
When I booted with f12 there was a diagnostic option. I can't access the back of the motherboard without removing it, which I really don't want to do. The fan runs continuously even when I'm not performing any tasks. Autoplay When autoplay is enabled, a suggested video will automatically play next.

the stock heat sink should suffice. But a good all purpose 120mm case fan costs about 5 bucks, so they're cheap.
