I don't *believe* I've been infected with anything. I purchased another dvd drive thinking that was the problem but it wasn't, so I did the obvious thing and went back to win 7. Same exact set up and it just happened to me. The company hasn't stated whether it would fix any of the Start Menu issues specifically, but a few visual tweaks were made which could iron out the problems. - I don't know what causes it, but I always first notice the problem in Outlook.
- With Windows 10's elimination of the Charms Bar, this doesn't feel as natural.

It's not a windows bug at all. Windows 10 Action Center Not Responding Build 9879 (like Windows 8/8.1) allowed the default Microsoft apps to be uninstalled permanently from either the Start Menu (Screen) or from the Settings app. Indeed, pressing ESC works miraculously.
Pressing the ESC key and everything is back!!

It's really easy to get windows trapped behind the task-bar, or off screen so you can't grab them. An hour or two later, I'd forgotten the problem was there and tried dragging something and it worked. This second issue goes away at that point. It may be usable on the Desktop, but on a tablet it really isn't.
