This is all a bit frustrating given the time required to recover files and applications. The only way I can turn it off is by pressing and holding the off switch on the laptop but isn't it bad to repeatedly turn your laptop off that way? Nice going again MS! Any suggestion?Thanks.

This simply tells packer to wait some amount of time before running the next step. I would also recomend using a bootable CD like one of the BartPE discs to see if it's hardware or software related.
